Measure 07 – Basic services and village renewal in rural areas

The activities under this measure are targeted main objectives: to create, improve and diversify economic development facilities, physical infrastructure and basic services; increasing the attractiveness of rural areas and reduce migration of population, especially young people; improve social conditions, economic and environmental; protection and preservation of cultural heritage areas.

Sub-measure 7.2 Investments in the creation and modernization of small-scale basis

Within this sub-measure will support investments to improve small-scale basic infrastructure for a sustainable economic development and poverty reduction in rural areas.

1.Beneficiaries within this sub-measure are:
– Villages and their associations;
– NGOs for investment in educational infrastructure (kindergartens) and social (afterschool);

2. Eligible expenses
For road infrastructure projects of local interest and infrastructure water / wastewater, eligible expenses specific concerns:
a) the construction, extension and / or modernization of public water;
b) the construction, expansion and / or modernization of public wastewater;
c) the construction, expansion and / or modernization of local roads;

For infrastructure projects, educational / social (care) eligible expenses specific concerns:
a) the construction, upgrading and equipping buildings, including demolition, where a recommended technical expertise;
b) the acquisition, including leasing of vehicles for school transport;
For infrastructure projects related to specific medical services eligible expenditure relates to:
a) the construction, extension and / or modernization of buildings related to medical facilities;

3. Type of support
Within the sub-measure, support will be granted for tangible and intangible investments:
a. The creation, expansion and improvement of local roads network;
b. The establishment, expansion and improvement of public water network;
c. The establishment, expansion and improvement of public wastewater network;
d. Investment in the creation, modernization or expansion of educational infrastructure / care, namely:
– Establishment and modernization (including equipment) kindergartens and nurseries;
– Establishment and modernization (including equipment) after-school;
– Expansion and modernization of secondary education institutions in the agriculture;
e. Investment related to health and social services
– Establishing and / or upgrading of rural medical clinics and community centers care

4. Eligibility
• The applicant must qualify for eligible beneficiaries;
• The investment must fall into at least one of the types of support provided by the measure;
• The applicant must not be in default or insolvency;
• The investment is carried out in rural areas;
• The investment is part of a regional development strategy / county / local legislation;
• The investment must comply with the General Urban Plan;
• Investing in infrastructure for water / wastewater to comply with Master Plans for water / wastewater or county strategy where Master Plans are not updated;
• Investment in water supply system must necessarily meet with wastewater network if it does not exist;
• Investing in infrastructure for water / wastewater should be done in rural areas that are part of agglomerations below 10,000, noting that investment in infrastructure water / wastewater from agglomerations in 2000 they will be eligible only after reaching commitments of the country;
• The investment must prove the necessity, appropriateness and potential socio-economic impact;
• The applicant undertakes to ensure the maintenance of the investment.

5. Amounts and support rates applicable
Public support grant awarded under this sub-measure will be 100% of the total eligible costs for projects implemented by local authorities and NGOs are the non profit and shall not exceed:
– 1,000,000 Euro / joint investment aimed at one type of support (road infrastructure, water and wastewater);
– 2,500,000 Euro / joint investment aimed at the establishment of water and wastewater infrastructure and 1,500,000 euros for the expansion of infrastructure;
– 500,000 euros for infrastructure projects educational / social / health services related infrastructure;
– 4,000,000 euros for collective projects (which includes common ADI) (relating to several joint projects) without exceeding the maximum / common / type of support

Public support grant awarded under this sub-measure will be the max. 80% of eligible costs for income-generating projects implemented by NGOs aimed at educational infrastructure (kindergartens) and social (afterschool) and shall not exceed EUR 100,000.

Sub-measure 7.6 Investments associated with the protection of cultural heritage

This sub-measure will provide financial support to protect the cultural patrimony of local interest, including monasteries.

1. Beneficiaries under this sub-measure are:
– Municipalities or their associations
– NGOs
– Units of worship
– Authorized individuals and companies that manages the cultural heritage objects of class B, public utility

2. Eligible expenses
Eligible expenses specific to these types of investments refer to:
(a) restoring, preserving and endowing buildings / monuments of cultural heritage building of local interest class B, including commissioning conservation objective through emergency;
(b) the construction, expansion and / or modernization of access roads to the monastic and / or heritage objects of local interest;
(c) the restoration, preservation and / or equipment monastic buildings;

3. Type of support
Within the sub-measure, support will be granted for tangible and intangible investments:
a. The restoration, preservation and accessibility of immovable cultural heritage of local interest (clasaB);
b. The restoration, preservation and accessibility of monastic establishments;

4. Eligibility
– The applicant must qualify for eligible beneficiaries;
– The applicant must not be in default or insolvency;
– The applicant undertakes to ensure the maintenance of the investment;
– The investment must fall into at least one of the types of support provided by the measure;
– The investment is carried out in rural areas;
– For cultural heritage of local interest investment property should be included in the list of heritage sites of local interest class B according to the national legislation in force;
– Introduction of investment in the tourist circuit to its completion.

5. Amounts and support rates applicable
– For projects of public utility, the non profit will be 100% of the eligible expenditure and shall not exceed EUR 500,000
– For revenue-generating projects and shall not exceed EUR 200,000 will be 85% of the total eligible costs and shall not exceed EUR 200,000.
Financial allocation is 15% of the total allocation of the measure.
